Biography

Andrew T. Palmiscno is CIO at the EERC, where he oversees the computer systems required to support the organization’s unique objectives and goals, manages the organization’s software development needs, and develops information technology (IT) policies, procedures, and best practices. Mr. Palmiscno also plans and manages the budget for the Software Solutions Group and implements policy for EERC infrastructure and software development to support the strategic mission of the EERC. He leads an infrastructure and development team focused on supporting the security and effectiveness of EERC infrastructure, creating business solutions that help the EERC business function more efficiently, provide data and storage solutions in the cloud and on premises, and build innovative software solutions to meet client needs.

 

Mr. Palmiscno’s principal areas of interest and expertise include developing, planning, and implementing IT strategies that meet the EERC’s business needs while maintaining utmost security. Specific implementations have included migration to a hybrid cloud environment, developing and deploying systems with National Institute of Standards and Technology (NIST) and Health Insurance Portability and Accountability Act of 1996 (HIPAA) compliance, and a transition to a hybrid remote/on-site IT infrastructure. He holds a B.B.A. degree in Information Systems from the University of North Dakota.
