Biography

Andrew T. Palmiscno is Director of IT and Software Solutions at the EERC, where he oversees the daily operations of IT systems and the Software Solutions Group. Mr. Palmiscno also plans and manages the budget for the Software Solutions Group and implements policy for EERC infrastructure and software development to support the strategic mission of the EERC. Mr. Palmiscno leads an infrastructure and development team focused on supporting the security and effectiveness of EERC infrastructure, creating business solutions that help the EERC business function more efficiently, provide data and storage solutions in the cloud and on premises, and build innovative software solutions to meet client needs.

 

Mr. Palmiscno’s principal areas of interest and expertise include creating static and data-driven web applications, geographic information system (GIS) web applications, and desktop software. Specific projects have included GIS decision support systems, weatherization-tracking software, medical care management systems, and financial management software. He holds a B.B.A. degree in Information Systems from the University of North Dakota.
