Export Controls

The University of North Dakota (UND) shares a distinctive responsibility for the discovery, development, preservation, and dissemination of knowledge.

Through its sponsorship and encouragement of basic and applied research, scholarship, and creative endeavor, the University contributes to the public well-being.

• UND is committed to maintaining the public trust in its compliance with United States export control laws and regulations. In practice, these rules have a direct impact on what hardware, laboratory equipment, materials, software, technology and technical data that we, as a responsible institution, can export out of the country by any means and, in certain cases, allow access to by individuals working in and visiting our research laboratories.
• Export control regulations may also affect what institutional research partners we work with during the course of our U.S.-based and international collaborations; how we disseminate research results and to whom; and travel abroad for teaching and research purposes. Export controls affect all scientific disciplines (regardless of whether the activity concerns sponsored or non-sponsored research), as well as business and service transactions with restricted countries and restricted end users.
• Research & Sponsored Program Development is prepared to assist faculty, staff, and students in understanding and complying with export control rules and regulations. Compliance with export control regulations is an important responsibility when conducting research at UND and violations are subject to civil and criminal penalties.

Export Control Manager

The Export Control Manager serves as the contact for UND faculty, staff and students for export control matters and transactions.

Compliance with export controls can be complicated. Faculty, staff, and students at UND are encouraged to contact the Export Control Manager for export control training, for an explanation of the regulations as they may be applicable to their current activities, and whenever they expect to be involved with any export control issues.

Training

The Export Control Manager is available to provide an overview of export controls to individuals or groups interested in obtaining an introduction to the basics of export control or to focus on particular export control issues (e.g., shipping, travel, or deemed exports).
