Lieutenant Colonel Peter A. Bulinski Biography

Lt. Col Peter A. Bulinski is the Commander of Air Force Reserve Officer Training Corps (AFROTC) Detachment 610 at both North Dakota State University in Fargo, ND and the University of North Dakota in Grand Forks, ND. Detachment 610 is a Department of the Air Force commissioning program that develops Air and Space Force leaders of character whom we expect to fight and win our Nation’s wars.

Lieutenant Colonel Bulinski earned a Bachelor of Science Mechanical Engineering degree from the University of St. Thomas and was commissioned as a second lieutenant through the ROTC program as a distinguished graduate in 2007. He has served in numerous positions in Air Mobility Command & Air Education and Training Command wings, to include Director of Wing Innovation, Director of Operations, Senior Test Director, Deputy Chief of Wing Plans and Programs, Chief of Squadron Training, and Flight Commander. Lieutenant Colonel Bulinski is a joint qualified officer and served as a staff officer at Headquarters North American Aerospace Defense Command as the Deputy Chief of Training and Exercises Branch. He is a command pilot with more than 4.000 flight hours in numerous aircraft including over 1,700 combat hours in the KC-135R/T and the C-17A. Prior to his current position, Lieutenant Colonel Bulinski served at the commander, 58th Airlift Squadron, Altus Air Force Base, Oklahoma.

Major Rory T. Wilson Biography 

Major Rory T. Wilson is the Operations Flight Commander at Air Force Reserve Officer Training Corps Detachment 610 at the University of North Dakota. In this capacity, he oversees the detachment’s daily operations for the 108-member cadet corps including the leadership laboratory and physical training programs. Additionally, as an Assistant Professor of Aerospace Studies, Maj Wilson teaches the Aerospace Studies 321 course to the Senior Cadet Leaders with a focus on communication and leadership.

Major Wilson received his commission in 2010 from the Air Force Reserve Officer Training Corps at the University of North Dakota as a Distinguished Graduate. He went on to Euro NATO Joint Jet Pilot Training graduating in 2012 with a follow-on assignment to MC-12s at Beale AFB where he deployed twice in support of Operation ENDURING FREEDOM. In 2015, he served as an Air Liaison Officer stationed at Ft Drum, NY where he deployed to the Combined Joint Operations Center in support of Operation ENDURING FREEDOM and Operation RESOLUTE SUPPORT. In 2018, he qualified on and flew the EC-130H at the 43d Electronic Combat Squadron, upgrading to aircraft commander in 2021. Following this assignment Maj Wilson served as a delivery control officer at the Air Operations Squadron Detachment 1 at Ramstein Air Base, Germany planning and executing fighter Coronet missions throughout the European and Middle Eastern Theaters.

Major Wilson is a senior pilot with more than 2,000 flying hours, including 928 combat hours, in the MC-12 and EC-130H.

Technical Sergeant Brandon A. Cargill Biography

TSgt Brandon Alexander Cargill is currently an Officer Accessions Instructor at the University of North Dakota, ROTC Detachment 610, Grand Forks, North Dakota. TSgt Cargill teaches, trains, and commissions officer candidates and advises cadets on academics, military discipline, and professional development. He also provides administrative support to 93 cadets, managing cadet life-cycle actions and oversees cadet pay actions.

TSgt Cargill entered the Air Force August 2012 and would complete Materiel Management technical training in November 2012. He has served 12 years in the United States Air Force, with three assignments at Holloman Air Force Base, New Mexico, Maxwell-Gunter Annex, Alabama, and Grand Forks, North Dakota. In 2022, TSgt Cargill was also deployed to Al Udeid Air Base, where he served as the Supply Liaison to a SOCOM Joint Operation unit that allowed him to support counter-terrorism efforts across the CENTCOM AOR. Prior to his current position, as an SSgt, he was the Individual Protective Equipment Supervisor, 49th Logistics Readiness Squadron, Holloman Air Force Base, New Mexico. As a TSgt, he served as the Mobility Helpdesk NCOIC at Air Force Life Cycle Management Center, Maxwell-Gunter Annex, Montgomery, Alabama. TSgt Cargill was the Mobility Helpdesk NCOIC for the AFLCMC/GBS and acted as the HAF/A4 liaison for logistic operations concerning system software releases. He also provided 24/7 enterprise logistical level two IT support to 271 bases, and over 300,000 DoD personnel and coalition partners worldwide.

Staff Sergeant Jodi Danielle Hamilton

SSgt Jodi D. Hamilton is the Air Force Reserve Officer Training Corps (AFROTC) Non-Commissioned Officer in Charge (NCOIC) of Detachment 610 at both the University of North Dakota in Grand Forks, ND and North Dakota State University in Fargo, ND. She is responsible for medical qualifications, enlistments, scholarships, and the commissioning of 128 cadets.

SSgt entered the Air Force in July 2017 and attended the Administration technical training course at Keesler Air Force Base, in October 2017. Since then, she has held several human resources positions, to include Military Postal Clerk, Cyber Warfare Admin Technician and NCOIC Administration. Prior to her current position, Staff Sergeant Hamilton was the NCOIC of the Commander Support Staff, Detachment 6, Air Force Life Cycle Management Center, Joint Base San-Antonio (JBSA) Lackland, Texas.
