Reporting & Responding to Bias-Motivated Incidents
A bias-motivated incident is any unwelcome behavior or conduct that manifests signs of prejudice.
Prejudice can be based in whole or in part on one’s actual or perceived race, color, religion, ancestry, national origin, disability, gender, socioeconomic status or sexual orientation.
Bias-motivated incidents include actions that discriminate against, ridicule, humiliate or otherwise create an unwelcoming environment for an individual or group which may or may not be a violation of University of North Dakota policy.
UND seeks to foster a welcoming, safe and inclusive campus climate. UND promotes an environment where all students, faculty and staff are treated with dignity and respect. Members of the University community are expected to uphold the University’s values and abide by University and State Board of Higher Education policies, the Code of Student Life and applicable local, state and federal laws.

UND's Response to Reports of Bias-Motivated Incidents
UND reviews every report that it receives. Upon receiving a report, the report is reviewed by the appropriate area of the institution for a response. When a report involves students, the Community Standards Office reviews it. When a report involves employees, the appropriate department reviews it. The Equal Opportunity & Title IX Office reviews all reports of behavior motivated by bias.
After receiving a report of a bias incident, if the reporting and/or impacted party are known, UND will contact them to discuss the incident, complaint options and campus resources. The reporting and/or impacted party may choose to make a complaint regarding the alleged behavior. If a complaint is made, the University will investigate the complaint in accordance with University policies. If a complaint is not made, the University may investigate the reported behavior, but its ability to respond may be limited.
If an individual is found to have violated UND policy and it is determined to be bias-motivated, the person who committed the violation may receive an enhanced sanction/disciplinary action.
If the reporting party and/or impacted party requests to remain anonymous, if the accused is unknown, or if the behavior is determined not to be a policy violation, the University may take other steps designed to eliminate the reported conduct, prevent its recurrence and remedy its effects on the impacted party and the University community. Those steps may include offering appropriate remedial measures to the impacted party, providing targeted training or prevention programs and/or providing or imposing other remedies applicable to the situation.
