The Coronavirus Aid, Relief and Economic Security (CARES) Act, Coronavirus Response and Relief Supplemental Appropriations (CRRSAA) Act and American Rescue Plan (ARP) Act were passed by Congress and signed into law to provide economic relief from COVID-19.
One section of the CARES Act established the Higher Education Emergency Relief Fund (HEERF) and sent money to schools to use for emergency financial aid grants to students for expenses related to the disruption of campus operations and to support students with exceptional financial need due to the pandemic.

The University of North Dakota signed and returned to the Department of Education the Certification and Agreement for Emergency Financial Aid Grants to Students under the Coronavirus Aid, Relief, and Economic Security (CARES) Act per the dates above. UND has used no less than 50% of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
6,159 are the estimated total number of students at institution eligible to participate in program under Section 484 in Title IV of the Higher Education Act for 1965.
Undergraduate Federal Work Study students (with valid FAFSA) working as of March 13, 2020. Operational disruption that students are working less or not at all due to COVID 19. Amount is based on average potential wages they could have earned in work study for the remaining period of time in spring semester. Total award for student group $1,500. Total of 464 students received award.
Undergraduate institutional student employees (with valid FAFSA) working as of March 13, 2020. Operational disruption that students are working less or not at all due to COVID 19. Amount is based on average potential wages they could have earned as student worker for the remaining period of time in spring semester. Total award for student group $1,500. Total of 538 students received award.
Low income students eligible for the Federal Pell Grant or North Dakota State Grant (with valid FAFSA) as of April 22, 2020. Amount is based on average cost of rent and miscellaneous living expenses. Total award for student group $950. Total of 1,360 students received award. Low income to middle income students with an expected family contribution (EFC) of $5,577 to $10,000 (with valid FAFSA) as of April 22, 2020. Based on “miscellaneous living expense” used to determine cost of attendance (minus housing) Total award for student group $500. Total of 136 students received award.
Study abroad students whose travel was disrupted due to COVID 19. Amount to cover un‐reimbursable flight costs to return home. Award varies by student, with fewer than 10 students receiving award.

Yes. The refunds for UND on room and board totaled $2,501,420. In addition, UND incurred a loss of $98,842 due to students who vacated the apartments without penalty when on‐campus classes were moved remotely.

No. The remaining $145,514 will be used to offset operating expenses related to COVID‐19 necessary to prepare the campus for Fall 2020.

The University of North Dakota signed and returned to the U.S. Department of Education
the Certification and Agreement for Emergency Financial Aid Grants to Students under
the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA)
and American Rescue Plan Act, 2021 (ARP). The university
has used the applicable amount of funds designated under the CRRSAA and ARP (a)(1)
and (a)(4) programs to provide Emergency Financial Aid Grants to Students.
- The total amount of funds that the University has received from the Department pursuant to the institution's Certification and Agreement for Emergency Financial Aid Grants to Students under the CRRSAA and ARP (a)(1) and (a)(4) programs: $10,953,344.

targeted to priority student groups meeting criteria below (prioritized student groups):

- First generation students (not Pell eligible)

- High need graduate/professional students - using FAFSA and financial aid data
Amount is $850 and is based on one-month average cost room expenses. Students have option to request funds pay their University Student Account or bypass their University Student Account based on consent.

Emergency Financial Aid Grants to Students
The University of North Dakota signed and returned to the U.S. Department of Education
the Certification and Agreement for Emergency Financial Aid Grants to Students under
the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA)
and American Rescue Plan Act, 2021 (ARP). The university
has used the applicable amount of funds designated under the CRRSAA and ARP (a)(1)
and (a)(4) programs to provide Emergency Financial Aid Grants to Students.
- The total amount of funds that the University has received from the Department pursuant to the institution's Certification and Agreement for Emergency Financial Aid Grants to Students under the CRRSAA and ARP (a)(1) and (a)(4) programs: $10,953,344
- The total amount of Emergency Financial Aid Grants distributed to students under the CRRSAA and ARP (a)(1) and (a)(4) programs during the 3rd Quarter, ending September 30, 2021: $3,718,600
- The estimated total number of students at the institution that are eligible to receive Emergency Financial Aid Grants to Students under the CRRSAA and ARP (a)(1) and (a)(4) programs: 13,772
- The total number of students who have received an Emergency Financial Aid Grant to students under the CRRSAA and ARP (a)(1) and (a)(4) programs during the 3rd Quarter, ending September 30, 2021: 2,568

- Low-income Undergraduate students eligible for the Federal Pell Grant (with FAFSA with EFC under $5,846). Amount is based on one-month average cost room and board expenses. Students with 10 or more credits awarded $2000 and 9 or less credits awarded $750. Students have option to request funds pay their University Student Account or bypass their University Student Account based on consent. No additional application needed.
- Students, including Undergraduate, Graduate, Law, and Medical students, who complete the Special Circumstance form through Student Finance but have already been awarded the maximum amount of federal aid were awarded $2000. Amount is based on one-month average cost room and board expenses. No additional application needed as students are asked information on the Special Circumstance form. Students have option to request funds pay their University Student Account or bypass their University Student Account based on consent.
- Federal Emergency Grant application open to all enrolled students, with marketing
targeted to priority student groups meeting criteria below (prioritized student groups):
- Undergraduate students with an EFC between $$5,847 to $10,000
- First generation students (not Pell eligible)
- Students using food pantry at UND
- Students who receive HUD payments for on-campus apartments (not Pell eligible)
- High need (defined by zero EFC) graduate/professional students - using FAFSA and financial aid data
Amount is $850 and is based on one-month average cost room expenses. Students have option to request funds pay their University Student Account or bypass their University Student Account based on consent.

The Coronavirus Aid, Relief and Economic Security (CARES) Act, Coronavirus Response
and Relief Supplemental Appropriations (CRRSAA) Act and American Rescue Plan (ARP)
Act were passed by Congress and signed into law to provide economic relief from COVID-19.
One section of the CARES Act established
the Higher Education Emergency Relief Fund (HEERF) and sent money to schools to use
for emergency financial aid grants to students for expenses related to the disruption
of campus operations and to support students with exceptional financial need due to
the pandemic.
Eligibility Requirements
- All students who are U.S. citizens or Permanent Residents (i.e., possess a green card) may apply for this emergency grant. International students are not eligible for Federal Emergency Grant funds.
- Students must be enrolled at least half-time as of the last day to register for courses for the semester in which the grant is requested/applied. This date can be found by accessing the Academic Calendars for the correct semester and career level.
- Funds for this grant are limited. Grant applications will be approved and awarded on a first-come, firstserved basis. Completing an application does not guarantee an award.
Due to the overwhelming response for funding, please allow up to 10 business days for processing before the grant, if approved, will show on your Campus Connection account. Please do not resubmit another application for the same semester as that will create a delay in processing.

About Federal Emergency Grants
Federal CARES Act funds from the U.S. Department of Education were made available to UND at the end of April. UND began disbursing those funds to students on May 1, 2020. Recipients of the Federal CARES Grant received a message from onestop@UND.eduto their UND email detailing their award and next steps. Recipients can also view their award in Campus Connection.
A grant is a monetary gift and does not have to be paid back.
The CARES Act stipulates that the emergency funds cannot be used to replace a loss of income or to pay for student expenses that are not directly related to the disruption of campus operations due to the coronavirus pandemic. These funds are meant to help students pay expenses for technology, health care, child care, course materials, housing, food, transportation, or other expenses incurred this term.
Eligibility
In an effort to apply the available CARES Grant funds to the most students possible, as quickly as possible, UND did not require an application from students.
- Students who meet basic eligibility criteria for Federal financial aid and those who have incurred expenses due to the disruption of campus operation as a result of COVID-19 can be considered for these funds. UND will use the Free Application for Federal Student Aid (FAFSA) data to determine students’ eligibility. Unfortunately, the U.S. Department of Education does not allow these funds to be used for international students, undocumented students, or students enrolled in online-only degree programs.
- Under U.S. Department of Education rules for the program, students who are not eligible for Federal financial aid programs are not eligible for Federal CARES grants as well as students who were enrolled in online-only programs.UND has awarded this grant, in accordance with Federal guidance, to students who experienced a significant disruption due to campus moving to remote instruction in response to the COVID-19 pandemic. While we would have liked to have had enough funding for all students impacted by COVID-19, UND considered undergraduate students who experienced operational disruption such as Study Abroad, on-campus student employees, and low-income students (per FAFSA).
International Students
Unfortunately, under U.S. Department of Education rules for the program, international students are not eligible for the Federal CARES funds.

Receiving Grants
Although you can view your award in Campus Connection, the Federal CARES Grant will not be released to pay any outstanding charges you may have. This grant will be delivered directly to you via Nelnet Refunds, based on the refund delivery method you have selected in Campus Connection.
If you have not selected an electronic refund preference, please do so as soon as possible to prevent any delays in your receipt of this payment.
